Approvals and Permits
Clark County staff in both the Town of Laughlin and in Las Vegas are available to assist developers and builders through understanding permit requirements and navigating the plan review and approval process for commercial and residential projects and developments. We work to make the development and building process as seamless as possible.
Obtaining a Building Permit
Laughlin building permit information can be found online or go to the Permit Application Center at 4701 W. Russell Road, Las Vegas, which offers the following:
- Plan Submittal
- Zoning and Building Plans Examination
- Permit Issue
- Inspection Scheduling
Licensed contractors may obtain building permits provided they have all of the following:
- A valid and active Nevada State Contractors License
- A valid and active Clark County Business License
- Able to cover the scope of work authorized by the permit and covered by the correct type of license
Owner/Builder Permit
- Owner/builders who are exempt from contractor licensing requirements under the provisions of Nevada Revised Statue (NRS)624 may obtain a permit.
- Applicants may be considered an owner/builder when they own their property and are building or improving a residential structure on the property for their own occupancy that is not intended for sale.

Permits and approvals from other governmental agencies may be required, but are not performed at the Laughlin office:

Permit and Plan Review Process
Laughlin staff reviews building plans and issues permits for the following types of construction projects in Laughlin and surrounding areas:
- Commercial tenant improvements
- Residential patios, room additions, fences, pool/spas, garages, etc . . .
- Residential remodel projects Submit plans directly to the Laughlin office which will provide courier service for you to the Las Vegas office.

Plans for new single-family dwellings and new commercial buildings can be submited directly to the Laughlin office which will provide courier service for you to the Las Vegas office or they can be reviewed and processed in Las Vegas at the Development Services office at 4701 West Russell Road.

Permit Status
The status of a permit application can be checked at the Clark County Department of Development Services Online Permit System. Building Inspections & Inspection Scheduling.
Development Services’ Laughlin inspectors perform all aspects of building inspections for both residential and commercial projects in Laughlin and surrounding areas.
Inspections can be scheduled through Clark County’s online permit system or by calling the Laughlin office at 702-298-2436.
Temporary Certificate of Occupancy
Temporary Certificates of Occupancy (TCO) for the use of a portion of a commercial structure prior to the completion of the entire structure can be issued from Laughlin. Certificates of Occupancy or Certificates of Completion are printed, signed and mailed out from the Las Vegas office.
