Documents related to Land Use applications can be viewed from Clark County Construction Services Online based on the Application ("Project") Number, Parcel Number or Street Address:

Under "Select Application Type", choose "Land Use (Zoning) Applications".
When looking up an application by Project Number use the two-digit Year, a "-", and then the application's prefix and four-digit application number. Application prefixes are based on application type:
