Small Business Stabilization Grant


Clark County understands the challenges that many small businesses currently face.  As an integral part of our community we want to support small businesses financially impacted by closures or restrictions related to COVID-19.  For businesses operating within Clark County we have developed a business support grant using federal CARES Act Relief Funds.


Grant Award: up to $10,000 5-20 employees

                      up to $5,000 1-4 employees


Grant Uses: Working Capital (rent, utilities, inventory, payroll, license fees, etc.)


Eligibility Requirements:

  • Must have 20 or less full-time employees as of March 15, 2020
    • (sole proprietor and home-based business are eligible)
  • Must have an active business license in Clark County or respective jurisdiction
  • Must not have received any federal loans or grant dollars (SBA EIDL, PPP, etc.)
  • Must not have received or anticipate receiving grant dollars from an incorporated city
    • Henderson, North Las Vegas, Boulder City, Mesquite
  • Must have been in business for at least 6-months prior to March 15, 2020
  • Must have an actual financial hardship (financial statements from previous 6 months will be reviewed)
  • Must not have any federal, state or county tax liens


Non-eligible Businesses:

  • Businesses already in receipt of or approved for federal loans and grants
  • Business in receipt of or anticipating grant dollars from an incorporated city
    • Henderson, North Las Vegas, Boulder City, Mesquite
  • Businesses within Incorporated City of Las Vegas
  • Adult Oriented Businesses
  • Cannabis Related Businesses
  • Massage Parlors
  • Liquor Stores
  • Bail Bonds
  • Check Cashing Facilities
  • Payday Loan and other Short-Term Loan Operators
  • Convenience Stores
  • Non-profit Organizations
  • State & Federal Certified Labor Unions

How Will Grants Be Awarded?

There is no one determining factor is receiving the grant.  A number of business-related factors will be considered to provide the maximum advantage to the maximum number of businesses.  First and foremost, applications must be complete and include all necessary documents.  We will look at business viability before the pandemic, likelihood of success if a grant were awarded, the amount of hardship a business has faced during the pandemic, the amount of debt the business carries, if they are a disadvantaged business, etc. 

You will receive a letter of determination via email.  Please allow 2-3 weeks after the application submittal deadline for applications to be reviewed and to receive a letter of determination.
