To develop and implement Land Use, Zoning and growth plans and programs for a diverse, vibrant community.
Our Services
The Department of Comprehensive Planning was created in 1978 to guide land use, zoning and growth in Clark County. The Department has grown from the original staff of seven planners to the current sixty planners and other staff responding to increased demand for services.
The Department provides industry leadership in the planning field by developing innovative and progressive land use planning practices.

Land Use Planning
Land Use Planning includes a wide range of activities that enhance the health and diversity of Clark County's communities. This includes defining land uses, facilitating project development and zoning.
Land use planning is divided into Townboard and Citizen Advisory locations (Enterprise, Laughlin, Lone Mountain, Northeast County, Northwest County, South County, Spring Valley, Summerlin South, Sunrise Manor, Whitney and Winchester/Paradise).

Federal Lands Management
The Federal Lands Program provides ongoing coordination with the six federal land management agencies that administer land in Clark County. The program monitors all planning and National Environmental Policy Act (NEPA) related actions on federal land that may impact the environment, urban development, the economy, and the overall quality of life in Clark County.

Nuclear Waste Program
The Nuclear Waste Program conducts oversight of the Yucca Mountain Program. The Program monitors potential impacts and publishes impact assessment reports and studies regarding socioeconomic, health and public safety issues. The Program also conducts public outreach to keep all residents informed and abreast of new developments.

Open Space
The Open Space Program enables Open Space development within Clark County. Open space is "land that remains largely unaltered by urban activities ... for solace in a naturalistic environment ... possessing outstanding scenic qualities, rare flora, riparian quality, wetlands, critical wildlife habitat, fragile areas or unusual geologic or topographical formations.”

The Parks Program provides direction and coordination for the creation of parks throughout Clark County.

Demographics on population, housing, employment and revenue is collected for use in a variety of planning processes.

Trails
The Clark County Trails Program facilitates the development of recreational trail systems in urban and rural areas of the County. Trails provide recreational opportunities, alternative off-street transportation options, and access from urban areas to federal lands for residents and visitors to Clark County.

Desert Conservation Program
The Clark County Desert Conservation Program manages Endangered Species Act compliance for Desert Tortoise, Southwest Willow Flycatcher and 76 other species for non-Federal activities on behalf of Clark County and the cities of Boulder City, Henderson, Las Vegas, North Las Vegas, Mesquite, and the Nevada Department of Transportation.
