Clark County Public Works awards professional services contracts using a qualifications-based selection process called the Statement of Qualifications (SOQ). Interested firms may apply by completing our electronic SOQ submittal process during the open period.

Clark County has partnered with Bonfire Interactive to create a new Statement of Qualification procurement portal that will allow firms (aka "vendors") to submit their qualifications for evaluation in consideration of ranking on our pre-qualified list. The Department of Public Works (CCPW) invites interested firms to register through the Clark County SOQ portal at https://clarkcountynv.bonfirehub.com. Registration is easy and your firm's vendor account may be utilized to submit on other County SOQs including Real Property Management's and the Water Reclamation District.

About the Public Works Statement of Qualifications
Throughout the past two decades, Clark County has been identified as one of the fastest-growing metropolitan regions in the United States. As a result of this phenomenal growth, the Board of Clark County Commissioners challenged its Public Works department to create a variety of in-house techniques to fast-track the start of critically needed road and flood control improvement projects. One of these measures, the Statement of Qualifications (SOQ) process, was adopted in 1991. Essentially, the SOQs allow for a pre-qualified listing of professional service providers to be developed and approved two years. The use of this pre-authorized listing expedites the selection of private consulting firms available to Public Works in such fields as engineering, surveying and other land-use related services. These outside resources provide assistance to the department in carrying forth its massive capital improvement program. For many years this process was completed in "hard-copy" format and required many hours of time and effort by firms to complete and deliver on time.
Clark County Public Works was the first agency to develop an online statement of qualifications submittal process called eSOQ, eliminating unnecessary time and expense to participating firms. Since its debut in 2001, the eSOQ has received numerous awards and recognition for integrating technology with government.
