Over the last three (3) years, Clark County has been successful in securing federal grant awards to promote broadband adoption efforts throughout the County. Most recently, in early 2025, the County won a $10.7 million award from the Digital Equity Competitive Grant Program administered by the National Telecommunications and Information Administration (NTIA). Prior to that, in 2023, the County received a grant award from the Federal Communications Commission (FCC) to conduct a comprehensive media and outreach campaign to increase awareness and enrollment in the Affordable Connectivity Program (ACP). Both grant programs were terminated before completion across the country by the federal government.
DIGITAL EQUITY COMPETITIVE GRANT PROGRAM
Clark County was one of a handful of recipients to win the NTIA’s Digital Equity Competitive Grant Award in early 2025. The Competitive Grant Program was the third in a sequence of three digital equity programs authorized by the Infrastructure Investment and Jobs Act (IIJA) of 2021. Funding from the Competitive Grant Program was meant to encourage greater broadband adoption, especially in high-need communities.
As a result of the award, Clark County convened local community-based organizations (CBOs), workforce programs, and several County agencies to discuss implementation of the grant program. The County also held a subsequent kickoff meeting to celebrate the grant award. Shortly thereafter, the County was notified that the grant program had been terminated.
Clark County intends to build upon the momentum created by these initial convenings. We are working closely with our partner organizations to inform our next steps, as we seek to expand our broadband adoption and community engagement efforts through alternative County-based funding strategies.
AFFORDABLE CONNECTIVITY PROGRAM (ACP)
In 2023, Clark County won an award from the Federal Communications Commission (FCC) to promote the Affordable Connectivity Program (ACP). The ACP provided eligible households with a discount of up to $30 per month toward internet service and up to $75 per month for households on qualifying Tribal lands, as well as a one-time discount of up to $100 to purchase a computer from participating providers if they contributed more than $10 and less than $50 toward the purchase price. Unfortunately, the ACP was terminated on June 1, 2024 due to a lack of funding from Congress.
While the ACP has ended, Clark County plans to implement some of the successful strategies we utilized for increasing enrollment in the ACP, to promote broadband adoption in the County, in collaboration with our partner organizations (ISPs, CBOs, County departments and state agencies).
Below are examples of some of the multi-faceted, multi-media strategies we used to encourage eligible Clark County residents to enroll in the ACP.
The County also held an in-person enrollment event at the University of Nevada, Las Vegas. Digital posters were disseminated to partner organizations, and posted on the County’s ACP webpage.
