Clark County Parks and Recreation Strategic Plan
The 2025 Clark County Parks and Recreation Strategic Plan (Strategic Plan) was accepted by the Board of County Commissioners in October 2025. It serves as a guide to align community priorities with parks and recreation planning over the next decade. The Strategic Plan evaluated the state of the County’s parks and recreation system, identified key focus areas for long-term development, and integrated community input with technical research to establish strategic implementation recommendations. The planning process included:
- Data collection to identify key factors, issues, and concerns regarding the parks and recreation system and how the County manages operations.
- Data analysis to determine inventory and on-site assessments of conditions of current parks and facilities.
- A community needs assessment to determine supply and demand of facilities and programs within the community. This was accomplished through in-person engagements, stakeholder interviews, online survey and website, and a statistically valid survey.
- Analysis of existing level of service for parks and facilities and recommendations for meeting the needs of the community through an analysis of gaps in level of service.
- Development of a tiered CIP strategy that prioritizes investments based on system condition, access gaps, population growth, and equity considerations.
- Strategic Implementation Goals aligned with system needs and community values. Each goal is supported by targeted strategies, implementation actions, and measurable outcomes.
