Clark County-City of Henderson Joint Land Use Planning Study

The purpose of the Joint Land Use Planning Study (JLUS) was to provide a blueprint for future growth in a strategic portion of southern Clark County. The study area covers almost 30,986 acres of unincorporated land, including areas to the east and west of Interstate 15 and adjacent to the Henderson city limit. Together, Clark County and the City of Henderson seek to proactively guide and plan for potential future development in the study area.

The impetus for this JLUS was a recognition by Clark County and the City of Henderson that the Southern Nevada Economic Development and Conservation Act (a.k.a. “Clark County Lands Bill”) could expand the Federal Disposal Boundary, making land within the study area eligible for disposal action. This study recognizes that there is no certainty that the Disposal Boundary will be expanded. Furthermore, this study recognizes that, if the boundary is expanded, the disposal process and subsequent timing for potential development within the study area is uncertain. Should the Disposal Boundary be expanded and this area become available for future development, this study provides a framework for how Clark County and the City of Henderson, along with other partners and stakeholders, can collaboratively manage and direct development that is desirable, sustainable, and integrated within the larger regional context.

The JLUS is a strategy tool that provides guidance on responsible development within the study area over the next 20 years, including a focus on water supply, conservation of natural land and species habitat, and understanding of the regulatory landscape of Nevada and Clark County. The objectives of this effort were to: seek public and stakeholder input; educate participants about the opportunities, benefits and tradeoffs associated with potential development within the Study Area; align with stated priorities in adopted plans and gain consensus on a final land use concept and recommendations. The process began in the summer of 2022 and concluded the summer of 2024.
