COVID-19 Interim Operations Notice

INTERIM OPERATIONS NOTICE — COVID-19 RESPONSE

In response to the coronavirus (COVID-19) and in an effort to help curtail the spread of the virus, DES has closed its public counter. We are implementing the following interim changes to our operations until further notice. Field operations, including inspections and complaint responses will be conducted Monday through Friday, 7:00 am to 5:00 pm.

DUST PERMITS

Dust Control Operating Permit Applications
Dust Control Operating Permit applications will be accepted only by mail delivery or electronically at aqdcp@clarkcountynv.gov, and will be reviewed/processed accordingly. The Department of Environment and Sustainability, Division of Air Quality (DAQ) will email the invoice for the permit acreage fees at the time of permit issuance. 

Dust Class Registrations
Dust Class Registration forms will be accepted only by mail delivery and the required fee must be included with the submittals.

DAQ will be teaching Dust Classes online by WebEx Events. The class duration will be approximately 1½ hours during which time you will be required to participate in polling quizzes to confirm your attendance in the class. If your dust card expired or is expiring during this time period, DAQ will still honor the card until you have successfully completed the online Dust Class.

ASBESTOS

Asbestos NESHAP Notifications
Asbestos NESHAP Notification of Asbestos Abatement forms, NESHAP Demolition Notification forms, and asbestos surveys will be accepted only by mail deliver or electronically at aqdcp@clarkcountynv.gov and will be reviewed accordingly. DAQ will email the invoice for the applicable asbestos program fees at the time of receipt.

STATIONARY SOURCES

Permits
Stationary Source applications will be accepted only by mail deliver or electronically, at aqpermitting@clarkcountynv.gov. Emailed applications must be submitted from the email address of the responsible official.  

Processing of applications will be in the order they are received. Application filing fees must be included with submittals made by mail.  Application filing fees for electronic submissions, along with review and issuance fees, will be invoiced when permits are ready to be issued.

Test Notification Forms for Gasoline Dispensing Operations (GDO)
All vapor test notifications for gasoline dispensing operations will only be accepted by mail delivery or electronically at AQCompliance@Clarkcountynv.gov. Faxes will not be accepted at this time. It is still mandatory that you use DAQ's GDO Test Notification Form.  Each test notification form must include the responsible official's signature. 

Stack Testing and Relative Accuracy Test Audit (RATA) Protocols
All stack testing and RATA protocols will be accepted only by mail delivery or electronically at AQCompliance@Clarkcountynv.gov. Faxes will not be accepted at this time. Please refer to DAQ's Air Quality Source Testing Guidelines for protocol submittals. DAQ will email the invoice for applicable stack testing fees at the time of issuance of the protocol approval letter.

Vapor Testing, Stack Testing and RATA Reports
All vapor testing reports, stack testing and RATA reports will be accepted only by mail delivery or electronically at AQCompliance@Clarkcountynv.gov. It is still mandatory that you use DAQ's GDO Test Results Submittal Form.  Each test results form must include the responsible official's signature.  For stack testing and RATA reports submittals please refer to DAQ's Air Quality Source Testing Guidelines.
 

REQUESTING RECORDS

Requests for records will be accepted only electronically at aqrecordsrequest@ClarkCountyNV.gov.  Please do not email directly to individuals in the department. The records request form can be downloaded directly here. The mailbox will be checked approximately four days a week.
