Eliminating Chronic Absenteeism
Through Community Outreach

VISION: work to eliminate chronic
absenteeism by assisting youth and
families through outreach programs and
services that address the contributing
factors that result in adverse academic
outcomes through supported
partnerships with CCSD and the
community.

families, schools, and community
partners to develop a comprehensive
plan to identify, address, and eliminate
the root cause(s) of chronic
absenteeism.
Problem Statement: Across the country, 5 to 7.5 million students are chronically absent each year. Students who are chronically absent are less likely to succeed academically and more likely to drop out of school. Chronic absenteeism impacts students who benefit from school the most, especially students who are low-income, students of color, homeless children, students with disabilities, students who are highly mobile, and/or juvenile justice-involved youth. It only takes one to two absences per month for a student to be considered chronically absent. In the 2018-2019 school year, 22% of Clark County students were chronically absent, compared to 19% statewide.
Objective: Develop a coordinated plan of action that will engage/reengage youth and families, develop a resource map of existing services, and collaborate with CCSD personnel. The Truancy Prevention Outreach Program will include an early warning system to identify at-risk students and provide individualized support for such students and families. Interventions will be offered within a case management model, where families, program staff, and school personnel can work with students on a range of issues in order to address the root causes of their absences.
Solution: In conjunction with youth, families, the Harbor, CCSD, and community partners, the Truancy Prevention Outreach Program will work to eliminate chronic absenteeism by focusing on underlying youth and family needs. The program will provide intensive in-home, in school and community-based services that will ensure that youth and families receive needed supports through a targeted case management approach.
Next Steps: While The Harbor will serve as the anchor for the new Truancy Prevention Outreach Program, community partners will be vital in assisting youth to reach their goals. The program will identify at-risk students and provide individualized support for the students as well as their families. Interventions will be provided through a targeted case management approach that includes intensive in-home, school, and community-based services.
