The 1 October Memorial Committee (“1OMC”) invites anyone who has a perspective, interest or expertise which may be useful in evaluating responses to Request for Qualifications (RFQs) to apply. Anyone, regardless of where you live, may participate.

Before proceeding, please carefully review Introduction, Our Story, Project & Process Overview for important information and context -- Intro & Overview.

This participation pathway -- Call for Evaluators -- will result in the creation of a seven-member jury tasked with evaluating all RFQ submissions and recommending finalists to the 1OMC. The finalists will develop proposals, including a design concept, model and budget for the memorial.

The jury’s role is essential to determining which professional teams responding to the RFQ are most qualified to build a world-class permanent memorial. Jury members will complete an empirical evaluation of all submissions based on considerations such as qualifications and expertise of the firm and its team, experience in building public projects, and adhering to budgets and schedules. Additionally, jury members will consider the firm’s experience in community engagement and evaluate their overall commitment to the vision, mission and goals for the memorial.

Composition of Jury

The jury will be comprised of six representatives from the public (and alternates) and one representative from Clark County’s Real Property Management department. The six public representatives will be identified from the following stakeholder groups:

A member of 1OMC will chair and serve as a non-voting member of the jury.

Jury Selection Process

Step 1 – Clark County staff will anonymize all applications, redact personally identifying information and verify eligibility.

Step 2 – Members of a sub-committee of the 1OMC will independently review all eligible applications and identify their preferences in each category – family, survivor, first responder, and SME, then meet as a group to create consensus on qualified candidates in each category.

Step 3 – If needed, the sub-committee will utilize a lottery to select a jury member and alternate for each category.

Compensation

This is a volunteer role; no compensation will be provided.

The application is online and requires contact information, your stakeholder group &/or subject matter expertise, and a narrative of up to 500 words explaining why you want to participate. If you are applying as an SME you will be required to upload a resume or curriculum vitae (CV).
