Incentives & Support
At LEAPS, we value our housing partners. Our incentive programs and support services are designed to help reduce risk, minimize costs, and build strong, successful partnerships.
Signing Bonus
Clark County offers a $500 signing bonus for eligible units leased through Permanent Housing, Homeless Prevention, or FUP/MS programs.
For shared housing placements, a $100 incentive is available per signed lease.
The bonus will be paid after the eligible client signs a lease on the unit.
• The signing bonus is not available for lease renewals.
• Bonus requests must be submitted within 30 days of lease signing.
Risk Mitigation
Clark County offers a Landlord Risk Mitigation Fund to help support landlords partnering with Southern Nevada Continuum of Care housing programs. These funds may help cover tenant-related damages that exceed normal security deposits and HUD allowances. Funding may also be available to assist with unit rehabilitation costs needed to help units meet HQS standards.
Submitted Risk Mitigation Claims are applications subject to approval and may take a minimum of 90 days for reimbursement if approved.

LEAPS Support
LEAPS is here to support our housing partners throughout a client’s tenancy. If you have property-related concerns, client concerns, or difficulty connecting with a case management team, our staff is available to help provide ongoing support and coordination.

Inspections
Prior to occupancy, all Continuum of Care (CoC)-funded programs require units to pass an inspection to ensure the housing is safe, decent, and sanitary. NSPIRE and other Housing Habitability Standards establish the minimum quality requirements necessary to protect the health and safety of program participants.
There are three types of inspections conducted through LEAPS:
- Initial Inspections — Completed before a tenant signs a lease and moves into the unit.
- Annual Inspections — Conducted within 30 days of the lease expiration date.
- Special Inspections — Performed in response to complaints, concerns, or as part of quality control measures.
The 13 key aspects of housing quality covered by inspections include:
- Working toilets, sinks, and bathing facilities
- Safe kitchen and trash disposal areas
- Secure doors, windows, and adequate living space
- Proper heating and cooling systems
- Safe lighting and electrical systems
- Structurally safe walls, floors, ceilings, and materials
- Healthy indoor air quality and ventilation
- Safe and reliable water supply
- Lead-based paint safety requirements
- Safe and accessible entryways and exits
- Safe surrounding property and neighborhood conditions
- Clean and sanitary living conditions
- Working smoke detectors and fire safety measures
