Our mission is to establish and maintain relationships with landlords and property owners to ensure vulnerable populations have access to affordable quality housing.

In collaboration with our nonprofit partners the LEAPS team works with landlords like you to provide affordable, supportive, and stable housing to the most vulnerable members of our community.

Become a Vendor:
Landlords who are not already CCSS vendors are required to complete a vendor application and submit a W-9 to qualify for incentive payments.

Risk Mitigation:
Clark County created a Landlord Risk Mitigation Fund to reimburse and support landlords partnering with Southern Nevada Continuum of Care and their subsidized rent supportive housing programs to reimburse landlords when tenant damages to the units exceed HUD allowances and/or security deposits. Funds are also available to rehab units to pass HQS standards.
Submitted Risk Mitigation Claims are an application that are subject to approval and can take a minimum of 90 days for reimbursement if approved.

Signing Bonus:
Clark County will pay a signing bonus of $500 for any unit leased to a permanent housing, PSH, or Homeless Prevention program participant, or FUP/MS voucher holder if the participant meets eligibility. The bonus will be paid after the eligible client signs a lease on the unit. The signing bonus is not available for lease renewals.
Bonus requests must be submitted within 30 days of lease signing.

Padmission is a web-based housing search platform custom built for homeless services systems. The goal of the program is to streamline the housing search process and to enhance landlord engagement.
Padmission aims to simplify the housing search process for case managers by connecting them with a network of landlords willing to work with housing assistance programs. This will lead to faster housing placements and improved client outcomes.
Prior to the client's occupancy, all CoC-funded programs require the unit to pass inspection. Inspections ensure decent, safe, and sanitary housing. NSPIRE and all other Housing Habitability Standards define and establish minimum quality standards necessary for program participants' health and safety.
There are three types of inspections. Initial inspections occur before a tenant signs a lease and moves into the unit. Annual inspections are conducted within 30 days of lease expiration. A special inspection can be conducted in response to a complaint or as part of quality control.
