Scope of Project:

Clark County Parks and Recreation Department’s Public Arts Office is seeking a professional-level artist or team, to create an outdoor double mural at the Clark County Family Court within Clark County Family Courts and Services Center, 601 North Pecos Rd, Las Vegas, NV, 89155. The mural will serve as a gateway, spanning two-facing walls. This project is open only to artists over the age of 18, who are not part-time or full-time Clark County employees or currently under contract for any Clark County Public Arts project larger than $50,000. The contracted artist will be required to provide their Social Security number or Federal Tax ID Number as well as may be asked to have a current State and County business license.

The selected artist or team will be responsible for developing a comprehensive schedule for painting and providing a detailed timeline for the completion of the mural. The finalized artwork will undergo a professional application of UV and anti-graffiti shield, ensuring protection against external elements.

If applying as a team, the project lead will serve as the sole contractor with Clark County. It is mandatory for the lead artist to identify all other team members as subcontractors. The contracted artist(s) will be required to obtain necessary insurances, licenses, and certificates, including workmen's compensation insurance, a Clark County business license, and an OSHA Scissor Lift Certification. Artist, vendors, and subcontractors for this project are required to pass a background check to be conducted by Clark County.

 Background

ABOUT THE FACILITY

The murals will be situated within the courtyard at the entrance of the Clark County Family Courthouse. The facility, which has been a vital part of the community since 1999, houses the Family Law Self-Help Center. Operating through a partnership between the courts in Clark County and the Legal Aid Center of Southern Nevada, the center is staffed through a contract with the Legal Aid Center of Southern Nevada. The Family Law Self-Help Center's mission is to increase informed access to the legal system by providing education, information, legal forms, community referrals, and other support services to self-represented parties with family law matters in Clark County, Nevada, regardless of income, assets, or citizenship.

The Artist/team is required to follow the available schedule of the Family Courthouse. The hours in which the artist is allowed to work at the Courthouse are limited to: Wednesday through Friday 6:00 P.M. to 2:00 A.M., Saturday 9:00 A.M. to 6:00 P.M. and Sunday 10:00 A.M. to 6:00 P.M. Artists/teams are to comply with the limited number of hours a week to work on the mural and an access badge will be provided to access loading entrances for special equipment and materials for the mural.

The architectural essence of the courthouse offers a unique opportunity for artistic expression. We encourage finalists to incorporate the distinctive features of the facility, considering its role as a space where diverse lives intersect. The mural has the potential to become an integral part of the courthouse's identity, contributing to an uplifting atmosphere for all who visit.

The facility embodies a rich history and a commitment to fairness. Finalists are invited to explore themes that resonate with the core values upheld by the courthouse, such as equality, unity, and the celebration of community diversity. The mural should be a visual testament to the facility's significance, fostering a sense of pride and connection among those who interact with the space.

GOALS

  • The murals will create an environment that resonates with warmth, trust, and eye-catching visuals.
  • The objective is to focus on bold, artistic, unconventional/conceptual approaches and non-interpretive imagery.
  • Artists are challenged to avoid direct representation, text, or obvious themes.
  • To infuse the Courthouse with a spectrum of colors, patterns, and shapes, allowing creativity to flourish in the mind of viewers.

Description of the designated area for the artwork

Located in the courtyard/entrance to the courthouse, this project involves two expansive walls facing each other; each wall measures approximately 27’H x 20’W. Artist or team will have access to storage, electrical outlets, and water. The Courthouse has allocated a limited amount of weekday hours for the painting of the mural, weekend hours are more flexible. ABOUT THE PROJECT

KEY WORDS:

An overarching theme selected for this project is to instill trust and comfort within families navigating the legal landscape. The artworks have the task of making the entrance to the Courthouse into a vision of colors that evoke serenity, patterns that dance with harmony, and shapes that exude stability. These murals should resonate with the essence of familial unity. For this project, consider key words such as hope, healing, resilience, counseling, conflict resolution, and reunite to serve as guides. The artwork aims to offer a visual narrative of hope that promotes healing. The murals’ colors should intertwine to signify the strength within individuals and families through non-representational imagery; the murals should subtly echo the profound impact of counseling in the pursuit of resolution. The entire composition should serve as a powerful reminder of the potential to reunite and rebuild. Together, these keywords and notions can become the heartbeat of the mural, resonating with the Courthouse's mission to foster an atmosphere of compassion, growth, and the unwavering belief in a brighter future.

THINGS TO AVOID:

Emphasizing an approach that avoids representation, evocative text, or overly direct elements, the intention is to challenge conventional perceptions and encourage viewers to engage with the mural on a personal, introspective level. The artwork will seek to steer clear of condescension and patronization, ensuring that its visual language respects the diverse narratives within the courthouse community. The murals will invite a more nuanced and open-ended dialogue and it should avoid imagery that is easy to misinterpret. Avoidance of the obvious will give way to an environment where the audience is encouraged to reflect, and derive unique meanings, creating a dynamic and enriching visual experience.

PROJECT BUDGET:

Phase 1 Up to three (3) semi-finalists may be identified and contracted to submit a design and present to the public.  Each semi-finalist or team will be paid $500 to complete design & presentation. Details and guidelines will be found in the Artwork Design Development and Project Brief Agreement.

Phase 2 The commission shall not exceed $69,257. This price shall cover all costs of the project to include but not be limited to artist’s fees, travel, design, storage, materials, supplies, etc.

The Family Courthouse Jury will select up to three (3) finalists that will be required to submit a design proposal. Each finalist will receive $500 for the completion of the proposal. Details and guidelines will be found in the 1st contract: Artwork Design Development and Project Brief Agreement, to be provided after the finalists are selected.

  • First Milestone: Upon completion of pre-project meeting with all contractors and subcontractors present to be scheduled within 30 days of Contract execution with the Public Art Project Manager, at which time Artist will be paid 50%.
  • Second Milestone: Upon County’s inspection of executed artwork and verification that the artwork meets the technical specifications specified for the project, and that the artwork is 100% completed including all clean up, and punch list items resolved, the Artist will be paid 25%.
  • Third Milestone: Upon completion of anti-graffiti, and submittal of all required paperwork, images, plaque and removal of all equipment with a final walkthrough with County staff, the Artist will be paid 25%.

Payment is Net 30 days after receiving goods and services.

Artwork that contains offensive language, overtly political, religious and/or sexual content of imagery, including nudity, and copyright infringement shall not be considered. Each page must have numbers that corresponds with the annotated image list and feature a single work. Composites of various artworks in a single page will not be considered. Only include images that are relevant to this project. Do not submit drawings.
    • Include an Annotated Image List. Each example listed shall include a thumbnail of the corresponding image:
