Consolidated Plan Documents
The HUD Consolidated Plan is a five-year strategic document that guides how state and local governments use federal funding to address housing and community development needs. Required by the U.S. Department of Housing and Urban Development (HUD), the plan identifies local priorities such as affordable housing, homelessness prevention, infrastructure improvements, and economic development, especially for low- and moderate-income residents. It includes a needs assessment, market analysis, and a strategic framework for allocating funds from programs like the Community Development Block Grant (CDBG), the Emergency Solutions Grant (ESG), and the HOME Investment Partnerships Program (HOME). Public input is a key component, along with a Citizen Participation Plan to ensure transparency and engagement throughout the process.

Annual Action Plans (AAP)
The AAP is a yearly update submitted by Unincorporated Clark County to HUD that outlines how federal funds will be used to meet the goals set in the Consolidated Plan. It details specific projects, programs, and activities, such as affordable housing development, homelessness services, public infrastructure improvements, and economic development initiatives, that will be funded through the County’s HUD Entitlement Programs: CDBG, ESG, and HOME.
The plan includes funding allocations, target populations, expected outcomes, and timelines for implementation. It also incorporates public input gathered through hearings and comment periods to ensure transparency and community alignment. Essentially, the AAP translates long-term strategies into actionable steps for the upcoming program year, serving as both a budget and a blueprint for local investment in housing and community development.

Consolidated Annual Performance and Evaluation Report (CAPER)
The CAPER is an annual report required by HUD that evaluates how effectively Unincorporated Clark County has implemented its housing and community development programs over the past year. It measures progress toward the goals outlined in the Consolidated Plan and Annual Action Plan, focusing on the use of the County’s HUD Entitlement Block Grants: CDBG, ESG, and HOME.
The report includes data on how funds were spent, the number and types of beneficiaries served (such as low- and moderate-income households), and the outcomes of funded activities. It also documents public participation, highlights challenges faced during implementation, and identifies any adjustments made to improve program effectiveness.

Regional Analysis of Impediments to Fair Housing Choice
The Regional Analysis of Impediments to Fair Housing Choice is a planning document that identifies barriers to fair housing choice within a region and outlines strategies to overcome them. It examines patterns of segregation, access to housing, lending practices, zoning laws, public policies, and other factors that may limit equal housing opportunities, especially for protected classes under the Fair Housing Act.
The analysis is typically conducted by a consortium of Unincorporated Clark County, City of Las Vegas, City of North Las Vegas, Henderson, Boulder City, and Mesquite working together to assess regional trends. It includes data on demographics, income, housing conditions, and community input gathered through surveys, public meetings, and stakeholder interviews. The final report highlights specific impediments, such as discriminatory practices, lack of affordable housing, or restrictive land use policies and recommends actionable steps to address them.
Environmental Reviews
An Environmental Review (ER) is the process of reviewing a project and its potential environmental impacts on the community and determining whether it meets federal, state, and local environmental standards. The ER process is required for all United States Department of Housing and Urban Development (HUD)-assisted projects (e.g., Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Continuum of Care (CoC), and Public Housing, etc.) to ensure that the proposed project does not negatively impact the surrounding environment and that the property site itself will not have an adverse environmental or health effect on the community.
Public Comment
If it is determined that the project will cause no significant impacts on the environment or health of the community, a Notice of Intent to Request Release of Funds, in conjunction with, Finding of No Significant Impact (NOI-RROF/FONSI) will be published for a fifteen (15) day comment period. The purpose of the NOI-RROF/FONSI is to allow the community an opportunity to comment on the project. The public is encouraged to participate during the public comment period.
